18 Chubby Puppies or Teddy Bears? We Can't Tell But Maybe You Can

These chubby and oh-so-fluffy puppies look just like teddy bears. Some even look like little real-life bear cubs.

We are having a really tough time trying to figure out if they are in fact puppies or teddies though. Maybe you could help us out? :)
